The EU Council approved an additional military support of 5 billion euros for Ukraine
The EU Council has approved an additional military support of 5 billion euros for Ukraine through the European Peace Fund. Following the agreement reached last week by the Permanent Representatives Committee (COREPER) composed of ambassadors from EU member states, the EU Council today approved the creation of a special fund called the Ukraine Support Fund (UAF) within the European Peace Fund (EPF) for military support to Ukraine and raised the financial ceiling of the EPF to 5 billion euros. In his statement, EU High Representative for Foreign Affairs and Vice President of the European Commission Josep Borrell said, “The EU continues to fulfill its commitments. The Ukraine Support Fund translates our words into action. With this fund, we will continue to support Ukraine for as long as necessary to defend itself against Russian attacks.” The newly established Ukraine Support Fund will enable the EU to continue providing military equipment and training to the Ukrainian Armed Forces according to their changing needs. Today, the EU Council also adopted a series of administrative decisions to improve the sustainability and compliance of the European Peace Fund with international conditions. In this context, flexibility has been introduced for joint procurement of military equipment from EU and Norwegian defense companies, as well as purchases from supply chains outside the EU and Norway. Through the Ukraine Support Fund, this decision will open the way for arms procurement from European non-EU and non-Norwegian suppliers to Ukraine, in addition to EU and Norwegian defense industry companies. Ukrainian Foreign Minister Dmytro Kuleba, who participated in the EU Council meeting, stated that the EU countries’ decision to allocate a 5 billion euro fund for military assistance to Ukraine is a positive step. With today’s decision, the financial ceiling of the European Peace Fund has been raised to over 17 billion euros for the period 2021-2027.
