The Ecuadorian government delivered its oral defense at the International Court of Justice in The Hague, Netherlands, regarding the embassy raid that caused a crisis in Mexico-Ecuador relations. The verbal defenses of the parties were heard at the ICJ after the Ecuadorian police raided the Mexican Embassy in Quito on April 5 and arrested Ecuador’s former Vice President Jorge Glas who had sought asylum in Mexico.
Ecuador’s Defense: Incident Was Extraordinary and Isolated
Representatives of the Ecuadorian government argued that the embassy raid was an extraordinary and isolated act, rejecting accusations of violating international law. Ecuador’s defense team leader, Ecuador’s Ambassador to the Netherlands Andres Teran, stated, ‘The reasons behind the events of April 5 are exceptional and no longer valid. The cause of the situation is simple; Mexico has abused its diplomatic mission in Quito for months to provide refuge to an ordinary criminal.’
Mexico’s Claim and Ecuador’s Counter Defense
Mexico claimed that Ecuador’s police, who forcibly entered the embassy and attacked a diplomat, violated international law, while Ecuador accused Mexico of exploiting diplomatic asylum practices to obstruct justice.
Mexico’s Request for Provisional Measures
Within the scope of the case, Mexico requested provisional measures from the ICJ judges to protect Mexico’s diplomatic missions in Quito. Ecuador’s Ambassador to the Netherlands, Teran, stated that there was no need for provisional measures, affirming that Ecuador guarantees the security of Mexico’s diplomatic missions and assets in the country.
Diplomatic Tensions
Former Vice President Glas, who has been convicted of corruption twice and faced other charges, was staying at Mexico’s Embassy in Quito. After Mexico granted Glas asylum, the Ecuadorian police raided the embassy on April 5 and arrested Glas. Following this incident, Mexico filed a case at the ICJ against Ecuador, alleging violations of diplomatic immunities.
