During the meeting held in Paris, Qatar’s Prime Minister and Foreign Minister, Sheikh Mohammed bin Abdulrahman Al Thani, disclosed this information. Al Thani, in a statement made at the Atlantic Council in Washington DC, affirmed that the draft proposal regarding the agreement will be communicated to Hamas. He stated that there was “good progress” in the meeting and expressed hopes that the parties would transmit the proposal to Hamas, aiming for their positive and constructive involvement in the process. Al Thani noted that before the discussions, Hamas had a “clear demand” for a “permanent ceasefire,” and he emphasized that the current stage of the talks could lead to a future permanent ceasefire, saying, “We have tried to bring everything together to find a reasonable ground that would bring everyone together.”

Israel characterized the Paris meeting as “constructive.” The meeting in Paris was attended by Qatar’s Prime Minister and Foreign Minister Sheikh Mohammed bin Abdulrahman Al Thani, CIA Director Bill Burns, Mossad Chief David Barnea, and Egypt’s General Intelligence Director Abbas Kamel. The Israeli Prime Minister’s Office described the meeting as constructive and mentioned that there were significant gaps to be discussed in additional meetings later in the week. There were also reports suggesting that Israel had accepted the mentioned draft.
